Very little in the way of details posted with it.

It would appear to be a "Presto"

Clearly it is a parallel-impression platen of the type based on Gally's Universal platen, but much improved in Europe by Victoria, Phoenix, and others.
On the base it says it is made by Gietz in Zurich, and Gietz was probably the last to make this type of press with inking, and continued (even today?) to make them as diecutters. A printer here in San Francisco was able to get old-stock spare inking parts from Gietz as recently as 15 years ago. There are two Gietz platens in the US that I know.
