A German video which claims that the first photo-set book was produced in Stuttgart in 1963.

QuoteAgainst the backdrop of wage increases and reductions in working hours, printing houses are striving to mechanize and rationalize their production. With a new technical installation, a first book has now been printed in Stuttgart that was set without lead type.

The audio is in German, but it is possible to get English subtitles by adjusting the settings with the cog icon at the bottom quite easily.

Are there any other books that claim to be the first to be photo-set?

Private Angelo by Eric Linklater.

From the colophon: Of this book first published by Jonathan Cape in 1946, two thousand copies were printed at Christmas 1957 for Sir Allen Lane and Richard Lane by McCorqudale & Co Ltd, London, and bound by the Dorset Press Ltd, Essex. The endpapers were designed by David Gentleman and printed by Lowe & Brydone Ltd, London. The book was composed entirely without metal type: it is the first to have been printed in Great Britain by means of photocomposition on the Intertype Fotosetter.

Having just watched the video, the important detail that purports to set the publication the German gentleman is speaking about apart, is that the tables have been photocomposed by computer control.
