The tympan doesn't tilt away from the form as expected. This tilt is an important safety feature on other contemporary platen presses.
I would be very careful around this one.

It's a 'TP48' press. produced I imagine to provide for a level of production above the 8-5 table-top press. It was lighter and smaller than most second-hand cast-iron treadle presses, so could be used in homes/sheds etc.

Nice video of this unusual c1947 British Adana press running (but not printing).

I've never seen this inking system before, with the inking rollers making a full rotation!
