A few years ago, during a visit to Frogmore Paper Mill, I tried my hand at papermaking. The small sheet I made showed quite a few of these defects. the chap who was teaching us explained that they were known as 'papermaker's tears. The sheet I ended up with is quite thick and so they don't show up very well now the paper is dry, but they can be seen when backlit.
